The early years of a child’s life are crucial not only for their personal development but for the wellbeing and prosperity of our communities as a whole. As we look ahead to the future, the Childcare Partnership Plan 2025-2028 represents our members shared contribution towards a high quality, accessible and inclusive childcare system that supports every child to thrive and every family to flourish.

Within the Childcare Partnership we are proud to support the early learning and childcare sector through high quality training, targeted funding and strong partnerships and providing quality information to parents and professionals. Our role is to invest in people, programmes and practice ensuring that those who care for all children are equipped, supported and valued.

Through collaboration with providers, practitioners and policy partners we help shape a sector that is resilient responsive and continually improving.

This Childcare Plan 2025-2028 sets out our direction for the next three years. It outlines how we will build on what works, strengthens what we deliver and evolve in response to the needs of the sector.

Our three key priorities are:

  • Information – provide quality information for parents and others about the availability of Early learning and childcare services
  • Access - support access and social inclusion of children, families and communities across the Early learning and Childcare sector.
  • Quality – Improve the overall quality of early Learning and Childcare sector.


This is not just our vision it is our action plan. Together over the next three years we will continue to invest in a stronger future for Early Learning and Childcare.
