The early years of a child’s life are crucial not only for their personal development but for the wellbeing and prosperity of our communities as a whole. As we look ahead to the future, the Childcare Partnership Plan 2025-2028 represents our members shared contribution towards a high quality, accessible and inclusive childcare system that supports every child to thrive and every family to flourish.

At the Childcare Partnership, we are proud to champion the Early Learning and Childcare sector by delivering high-quality training, targeted funding, and strong partnerships, while providing trusted information for parents and professionals.

This Childcare Plan 2025–2028 sets out our direction for the next three years. It builds on what works, strengthens what we deliver, and evolves to meet the changing needs of the sector.

The Plan outlines our three key priorities as follows;

  • To provide quality information for parents and others about the availability of Early Learning and Childcare services.
  • To support access and social inclusion of children, families and communities across the Early Learning and Childcare sector.
  • To improve the overall quality of the Early Learning and Childcare sector.

Our role is clear: to invest in people, programmes, and practice—ensuring that everyone who cares for children is equipped, supported, and valued.

Through collaboration with providers, practitioners, and policy partners, we aim to shape a sector that is resilient, responsive, and continually improving.
